Governor to Sign Flurry of Bills Thursday

Ohio Gov. John Kasich is expected to be putting his John Hancock on more than three dozen bills passed in the final days of the Ohio General Assembly’s lame duck session during the day on Thursday. All bills signed by Kasich will take effect in 90 days.

Among the pieces of legislation on his desk awaiting his signature is House Bill 495, which allows guns to be taken into the parking garage running beneath the state capitol. The legislation — which Senate Minority Leader Eric Kearney had urged Kasich not to sign following the tragedy in Connecticut — also changes the definition of an unloaded weapon so that clips could be kept loaded in a vehicle as long as they were not kept in the same compartment with a gun.

Other notable bills expected to draw ink from Kasich include:

  • HB 606: A measure which disbands mayors courts for villages of less than 200 people, including Linndale in Cuyahoga County. Long notorious as a speed trap, Linndale issued nearly eight times as many tickets per 100 residents in 2011 as any other place in Ohio.
  • HB 143: Designed to protect young athletes who suffer concussions, the bill requires coaches and referees to remove a player from a game or practice who is suffering from symptoms of a concussion or head injury.
  • HB 555: This legislation aims to toughen standards for schools by revamping Ohio’s school report cards.
  • HB 461: Couples could avoid costly divorces by instead agreeing to a new collaborative law process, under this bill.
  • HB 510: The goal of this bill was to create a fairer bank taxing system, supporters said.
